About the Role
The purpose of this role is to protect and enhance the Transport Network through the provision of sound statutory planning advice including review of planning referrals, Transport Impact Assessment Reports, and assessment of strategic level land use decisions, including input to Municipal Strategic Statements and Planning Scheme Amendments. This role also manages the statutory consent process under the Road Management Act 2004.

Position Outcomes / Accountabilities
You will be responsible for (but not limited to) the following duties:
Exercised professional independent judgement to protect and enhance the transport network through the sound application of statutory planning functions. This includes assessment of statutory referrals, planning enquiries, VCAT and Planning Panels representation, property enquiries, providing advice to Councils and offering technical input.
Developed innovative responses to complex transport safety and traffic management issues, including review of designs and Transport Impact Assessment Reports, in accordance with DTP Traffic Engineering Manuals, Austroads Guides, and Australian Standards on various traffic management and road safety issues.
Provided support to stakeholders, fostering effective relationships through working extensively with other groups within DTP, other government agencies, municipalities, commercial and community organisations and members of the public on an individual basis in the resolution of statutory planning, strategic planning, transport safety and efficiency and traffic management issues. The suitable candidate would influence and negotiate with stakeholders on varied policies (such as access management policies, appropriate building setback standards, noise policy standards and the road declaration process) to achieve desired outcomes
Met the required delivery dates for services requested, ensuring land use management objectives and transport safety objectives are met, whilst providing timely and practical responses to stakeholders
Contributed to Regional and Corporate improvement projects, policies and guidelines in areas including Transport Safety, Statutory Planning, Traffic Management and other technical expertise.
Promote and support the Team Leader on safe, inclusive and flexible team operations.
In line with Section 31A of the Public Administration Act 2004 (Vic) other duties may be assigned consistent with employment classification, skills, and capabilities.
Key Selection Criteria
Demonstrates critical thinking and problem-solving skills by interpreting and applying relevant guidelines (e.g., statutory planning processes, DTP Traffic Engineering Manuals, Austroads Guides, and Australian Standards). Where guidelines are unavailable, independently or collaboratively analyzes available information to determine the best course of action. Proactively manages stakeholders, ensuring constructive engagement with internal and external partners, including government agencies, municipalities, and community organizations, while addressing concerns with timely and practical solutions. Provides expert knowledge in precincts and placemaking, applying strategic and statutory planning expertise to inform decision-making and respond to planning applications. Maintains a future-focused approach by considering broader economic, social, and political contexts, integrating new technologies to improve processes, and supporting organizational change. Effectively influences and persuades others by adapting communication to different audiences, linking ideas to shared values and goals, and strategically addressing objections.

Qualifications and Experience
Desirable
Experience in statutory or strategic planning, traffic engineering or transport planning.
Tertiary qualification in Planning or Engineering.
