The Aboriginal Health Council of SA (AHCSA) is the peak body representing Aboriginal community-controlled health and substance misuse services in South Australia at State and National levels.

Our primary role is to be the ‘health voice’ for all Aboriginal people in South Australia. We achieve this by advocating for the community and supporting workers through our Member Services with appropriate Aboriginal health programs based on a holistic perspective of health.

AHCSA delivers nationally accredited training and has been registered with the Australian Skills Quality Authority (ASQA) as a Registered Training Organisation (RTO) since 2004 (RTO 40142). AHCSA prides itself on providing a comfortable learning environment reflective of the organisation’s cultural values and connections.

Summary of the broad purpose and characteristics of the position

The Human Resources Officer supports the Manager, Human Resources in delivering a comprehensive range of human resources (HR) services and activities to support the work of AHCSA staff and the effective functioning of the organisation.

The position undertakes a range of activities including providing operational support for recruitment and performance management processes, coordinating training and development initiatives, in alignment with AHCSA policies and procedures, industrial relations law and accreditation requirements.

This position is responsible for maintaining accurate HR records and serves as a key point of contact for HR enquiries, providing information, advice and assistance to all staff as required.

The Human Resource Officer is a Full-Time position.

The Human Resources Officer is accountable to and reports to the Manager, Human Resources, and works closely with other key roles providing business functions within the Business Services Directorate.

The position works under general direction to support the delivery of HR functions across AHCSA, in line with agreed frameworks, policies, procedures and other requirements, applying specialist knowledge, initiative and professional judgement where required.

The Human Resources Officer provides support across AHCSA, building relationships with key Directorate staff and providing information, advice and assistance to all staff as required. The Human Resources Officer also works collaboratively with Member Services to provide information and guidance on HR matters, and to deliver tailored support services, where required.

Statement of Key Responsibilities

The Human Resources Officer is responsible for:

Working with Managers to gather information and assist with the review and development of Job and Person Specifications to ensure they align with the Enterprise Agreement, any associated funding agreements and other organisational requirements.

Assisting with recruitment processes by posting job advertisements and screening candidates and participating in preliminary interviews or candidate assessments as required.

Coordinating the induction of new staff, ensuring all necessary materials and training sessions are prepared and delivered in collaboration with Managers.

Tracking and reporting on recruitment metrics and identifying ways to improve recruitment strategies and processes.

Disseminating information about performance management policies and procedures to staff, ensuring everyone is aware of expectations and processes, including coordinating training sessions for managers and staff.

Supporting managers with developing performance goals and objectives for their staff, ensuring alignment with organisational objectives. Assisting to develop and monitor performance improvement plans for employees who may need additional support.

Assisting with the administration of payroll processes.

Assisting with drafting staff employment contracts and related correspondence. including preparing and maintaining templates and reviewing all documentation to ensure accuracy of information.

Assisting in the management of the Employee Assistance Program (EAP) by coordinating requests, and ensuring timely processing, whilst maintaining confidentiality.

Assisting in the drafting and reviewing of HR policies, ensuring they align with industry standards and legal requirements.

Assisting with facilitating the police check and screening processes for staff, including tracking expiry dates and initiating renewals as necessary.

Supporting the maintenance of staff credentials and professional registrations by tracking expiration dates and sending reminders to staff for updates.

Assisting with identifying training and development opportunities for staff, including researching programs.

Assisting with raising awareness of workplace health and safety, equal employment opportunity and industrial relations issues through communication and training materials.

Operating accurate HR systems and databases and maintaining up-to-date records of staff employment and related details.

Supporting the HR Manager by gathering necessary information and documentation for discussions regarding industrial and employee relations claims, performance reviews, and grievances.

Essential Criteria

Experience in human resource management activities within a community services organisation or health services context.

Experience in interpreting enterprise agreements and awards within an organisational context.

Experience in identifying training needs and resources for staff within an organisational context.

Experience in the use of Microsoft Office applications, including Word, Excel, PowerPoint and Outlook.

Sound knowledge of contemporary HR software.

Desirable Criteria

Experience in work health and safety practices.

Experience working directly with Aboriginal people in a human resources role.

Certificate IV in Human Resources or Work Health and Safety or higher, e.g. Bachelor of Business (Human Resources).
