About Our Organisation:

Youth Off The Streets is a not-for-profit youth services organisation that supports 12–24-year-olds experiencing or at risk of homelessness and complex disadvantage.

We walk alongside each young person as we seek to understand their needs and goals, and we offer the safety, support and education that helps them to realise their potential.

Our Cultural Support team works with all areas of YOTS to ensure the rights and needs of staff, young people and communities from diverse cultural backgrounds are reflected in all of our services and programs.

It is a requirement of the role to work both out of Mount Druitt as well as Redfern.

The Role:

Reporting to the Head of First Nations Services, the First Nations Services, Senior Manager plays a vital role in strengthening and enhancing the quality and effectiveness of services provided to First Nations young people across YOTS, and their communities.

The primary purpose of the position is to operationally drive service delivery within a culture of continual improvement for areas of responsibility in line with YOTS strategic direction. This position holds accountability for program performance, compliance with standards, contractual compliance, program outcomes, and promoting cultural awareness and appreciation of First Nations cultures and values.

Key Responsibilities:

The position holder is responsible for working with the Head of First Nations Services to drive workforce planning and professional development, allocation of resources and continuous quality improvement of services, by maintaining industry good practice and evidence-based frameworks. It aims to promote and integrate First Nations cultures and values into all the operational aspects and ensure cultural competence is upheld in the delivery of services and programs. The position holder will play a strong advocacy role through participation in sector forums, building and maintaining operational partnerships with key stakeholders, and identify on an ongoing basis the business needs and opportunities across the youth sector.

  • Implement operational strategies that align with the organization's strategy, mission and values, particularly supporting First Nations communities. Develop and produce program reports, and analysis to ensure effective and efficient implementation of YOTS’ resources;
  • Manage and lead programs to meet contractual obligations, KPI’s and outcome targets.
  • Work with the Head of First Nations Services to Monitor and access opportunities that will benefit YOTS, particularly in the respect of funding.
  • Support recruitment across FNS direct service delivery programs in collaboration with Team Leads.
  • Negotiate and build beneficial networks, partnerships and effective working relationships with funding bodies and other Aboriginal community-controlled organisations to achieve objectives and improve mutually agreed Aboriginal children and young people and community outcomes.
  • Ensure service delivery meets the specific needs of Aboriginal children and young people, advocates and focusses on continual improvement of programs and services offered by YOTS.
  • Promote and ensure cultural competence within the organization, respecting and integrating First Nations cultures and values into all aspects of operations. Ensure and support innovative, culturally safe, relevant and effective approaches in program management, operation and service delivery activities.
  • Manage Performance monitoring and Supervision requirements for Direct Reports and ensure all YOTS First Nations Services staff receive effective coaching, mentoring and professional development opportunities to develop their capabilities.
  • Oversees program budgets and their financial performance and ensures the availability of resources.
  • Keeps informed of the changing political and social environments and support responsive change management strategies.
  • Utilise relevant information management systems to produce high quality, data and evidence-based progress and outcome reports to the Head of First Nations Services.

Skills and Abilities:

  • Identifies as Aboriginal and/or Torres Strait Islander, with strong community connections and a deep understanding of First Nations culture, history, and social dynamics.
  • Demonstrated understanding of, and commitment to, values that underpin YOTS vision and purpose and the capacity to take leadership role in championing these internally and externally
  • Displays strong organisational and leadership skills;
  • Displays strong communication skills, both written and verbal;
  • Strong analytical skills, with particular emphasis on complex issues;
  • Displays strong networking/negotiating skills
  • Ensure services and programs are culturally appropriate and inclusive.,
  • Demonstrates strong sense of empathy and understanding to individuals and Aboriginal communities that YOTS is undertaking work within.

Requirements:

Qualification & Experience

  • Business, management degree or relevant qualification
  • Proof of Aboriginality (This is an Aboriginal and/or Torres Strait Islander Identified position. The applicant’s race is a genuine occupational qualification for this role and is authorised under Section 14(d) of the Anti-Discrimination Act 1977, NSW)
  • Experience in management roles, particularly within not-for-profit or community organisations.
