About the Role

Full time - Ongoing

Reporting to the Senior Commercial Manger, the Senior Commercial Advisor is responsible for providing specialist skills to manage operational and financial aspects of nominated Public Private Partnerships (PPP) managed by Commercial Advisory.
The role's key purpose will be to manage and assist in all commercial aspects of the PPPs, as well as managing financial and operational matters. The role works on other projects and initiatives across Commercial Advisory, and with stakeholders across DTP (including Transport Services and DTP Legal) and the Department of Treasury and Finance (DTF). The ideal candidate should excel in partnering with stakeholders to co-create and validate strategies, solve problems critically within the business context, and manage stakeholder relationships effectively. They should also demonstrate strong business acumen, adaptability, and the ability to foster collaboration across the organization while ensuring positive community impact.

Position Outcomes

• Provides accurate and timely financial and commercial advice and analyses on all financial aspects of a number of the State's PPPs, under limited direction. The areas include KPI assessments including abatements, quarterly service payments and revenue sharing
• Effectively lead workstreams and provide accurate and timely advice on operational aspects of the nominated PPPs with input from specialist areas including Transport Services, DTF Legal and external advisors
• Prepares accurate and timely correspondence and briefings for key internal and external stakeholders
• Build and maintaine strong relationships with PPP Concession holders as well as other areas of DTP and DTF
• Promote and support safe, inclusive and flexible team operations

KEY SELECTION CRITERIA - As a Senior Commercial Advisor, you will partner with stakeholders, users, and experts to actively collaborate in the design process, ensuring that user needs are met and ideas are effectively incorporated. You will work alongside stakeholders to build prototypes and coordinate testing to validate strategies, programs, or products, ensuring decisions are made within agreed timeframes. You will apply critical thinking and problem-solving skills, considering the broader business context when resolving issues, and integrating solutions to prevent recurrence. Your business and commercial acumen will guide you in understanding operational costs and seeking efficient ways to operate, holding external vendors accountable for delivery. Additionally, you will manage difficult conversations, negotiate actions to resolve problems, and coach others in effective negotiation. Through strong stakeholder management, you will address complex and competing needs, facilitating innovative solutions to resolve stakeholder issues.

QUALIFICATION AND EXPERIENCE

Mandatory
• Relevant tertiary qualification in commerce, finance, accounting or a related discipline.
• A proven track record of effectively managing complex and sensitive information from multiple stakeholders, often with competing priorities.
• Advanced Excel data analysis skills.

Desirable
• Experience managing commercial contracts preferably in Transport or Infrastructure
• Strong collaborative, interpersonal and consultation skills, with the ability to liaise effectively across the organisation and with external stakeholders.
• Previous experience with Victorian State Government processes and systems.
• High degree of attention to detail and pride in quality of deliverables.
• Enthusiasm to learn and develop
