Our Federal Government Client is seeking a Lead/Principal Development Expert.

This is a long-term contract role of 12 months with possible extensions up to a maximum of 24 months, located at our client’s offices in the capital cities of ACT, QLD, and VIC. The working arrangement is hybrid.

As the selected candidate, you will:

  • Translate technical and market trends into development strategy.
  • Be accountable for analysis, design, development, prototyping, unit testing, and maintenance activities.
  • Ensure compliance with endorsed software development methodologies.
  • Implement methodology, manage and lead change, and actively contribute to the agency's strategic direction.
  • Develop strategies to ensure high code quality and long-term maintenance of a product's code base.
  • Ensure the maintenance and enhancement of existing systems.
  • Ensure development productivity and excellence in quality.
  • Conduct impact analysis, evaluate, and report on technical feasibility and risks for development projects.
  • Proactively share knowledge and expertise as the subject matter expert, and provide assistance and mentorship to less experienced staff.
  • Oversee operations of teams, including providing a clear sense of direction, setting work priorities, and managing resources.
  • Provide direction and support to development teams to ensure high-quality solution realisation.
  • Develop staff capability through coaching, mentoring, and succession planning.
  • Resolve very complex, sensitive, and/or escalated technical issues.
  • Oversee, review, and advise on a range of written material which may include technical and corporate documentation.

To be successful in this role you should have:

  • Demonstrated experience in programming/software development including developing organisational policies, standards, and guidelines for software construction and refactoring; planning and leading software construction activities for strategic, large, and complex development projects; and adapting or developing new methods and organisational capabilities and driving adoption of, and adherence to policies and standards.
  • Experience in release and deployment, including setting the release policy for the organisation in the context of both development and production/operations; implementing processes, tools, and resources to ensure that the transition of services, service components, and packages are planned and compliant; ensuring that test, validation, and configuration management are included in all release and deployment activities; and providing authorisation for critical release activity and point of escalation.
  • Expertise in software design including leading the selection and development of software design methods, tools, and techniques; developing organisational policies, standards, and guidelines for software design and software architectures; and ensuring adherence to technical strategies and systems architectures (including security).
  • Ability to provide specialist advice including providing organisational leadership and guidelines to promote the development and exploitation of specialist knowledge in the organisation; maintaining a network of recognised experts (inside and/or outside the organisation) who can deliver expert advice in relevant areas; and providing input into professional development planning across a significant part of the organisation to further the development of appropriate expertise.
  • Proficiency in systems design , including developing and driving adoption of and adherence to organisational policies, standards, guidelines, and methods for system design; championing the importance and value of system design principles and the selection of appropriate systems design life cycle models; leading system design activities for strategic, large, and complex systems development programmes; developing effective implementation strategies consistent with specified requirements, architectures, and constraints of performance and feasibility; and developing system design requiring the introduction of new technologies or new uses for existing technologies.
  • Experience in systems development management , including setting policy and driving adherence to standards for systems development; leading activities to make security and privacy integral to systems development; identifying and managing the resources necessary for all stages of systems development projects; and ensuring that technical, financial, and quality targets are met.
  • Expertise in systems integration and build , including leading the development of organisational systems integration and build capabilities including automation and continuous integration; developing organisational policies, standards, and guidelines for systems integration and build; providing resources to ensure systems integration and build can operate effectively; and ensuring adoption and adherence to policies and standards.

It is desirable if you have:

  • Experience in business process improvement at SFIA Level 5, including managing the execution of business process improvements; analysing and designing business processes to identify alternative solutions to improve efficiency, effectiveness, and exploit new technologies and automation; developing graphical models of business processes to facilitate understanding and decision-making; assessing the feasibility of business process changes and recommending alternative approaches; selecting, tailoring, and implementing methods and tools for improving business processes at programme, project, or team level; and contributing to the definition of organisational policies, standards, and guidelines for business process improvement.
