The National Disability Insurance Agency (NDIA) implements the National Disability Insurance Scheme (NDIS), which is one of the biggest social reforms in the country since Medicare. As an Agency, we support more than 600,000 participants with a significant and permanent disability, and the families and carers of those living with disability. A new role awaits

The Agency Budget and Financial Control Branch sits within the Chief Financial Officer (CFO) Division. The Agency Budget and Financial Control Branch delivers strategic financial advice and valued financial management services throughout the Agency.

It is responsible for the financial management of the Agency and Scheme and provides insightful financial reporting to support decision making.

The Agency Budget and Financial Control Branch is made up of three portfolios: Projects, Compliance, Analytics and Reporting, Budgets and Costings and Finance Business Partnering.

The Financial Reporting Team sits within the Projects, Compliance, Analytics and Reporting Portfolio.
This team is responsible for the preparation of the Agency's annual financial statements; financial reporting to the Department of Finance (DoF); treasury and investment functions for the Agency; liaison with the Agency's external financial statements auditor, the Australian National Audit Office (ANAO), including
assisting other branches within the Agency to respond to ANAO requests and queries; the lead role in the Agency's response to the external audit finding on participant bank change processes and technical accounting support and training for the Branch.

The EL2 Director Financial Reporting (Professional Stream) is accountable under broad direction to undertake complex work that delivers quality outcomes across the financial functions of the NDIA.

The position is an important team leadership position within the NDIA and will have delegated authority and responsibility to resolve issues and risks across wide-ranging activities of substantial depth involving significant detail.

The role requires providing leadership, control, planning, resource management, performance management and decision making for the team membership and assigned contractors working within the work area.

The EL2 Director Financial Reporting (Professional Stream) is responsible for actively managing key internal and external stakeholder relationships and where required will represent and negotiate on behalf of the NDIA to advance the NDIA’s interests across a range of forums.

Your duties will include:

  • Provide strategic direction to the financial control team to ensure accurate and timely delivery of monthly reporting and analysis whilst simultaneously fostering a culture of continuous improvement that focuses on driving efficiencies.
  • Ensure timely and accurate reporting into Central Budget Management System (CBMS).
  • Maintain sound knowledge and understanding of core financial functions and relevant accounting standards to guide the team in solving technical accounting issues, providing technical advice and briefing the Agency on Australian Accounting Standards and applicable government financial reporting rules and frameworks.
  • Co-lead the preparation of the Agency’s financial statements and liaising with the Australian National Audit Office (ANAO) in relation to audit matters.
  • Manage and develop strategic relationship with key stakeholders including internal and external auditors, business partners and other stakeholders.
  • Develop, provide oversight and continuously manage controls within the team, including developing a framework and governance to be followed in accordance with relevant legislation and financial guidance. This includes identifying and mitigating any emerging problems and risks with a particular focus on impacts on the Financial Statement and audit.
  • Oversee the development and presentation of a range of written material of a financial and business nature, including correspondence, briefs and reports.
  • Provide a strategic and operational level of financial, technical and policy expertise and advice across general ledger, month-end close procedures, fixed assets, and property contract lease accounting.
  • End-to-end management and reporting of the Agency's fixed assets register and co-ordination of accounting processes with Corporate Shared Services, and Agency resources.
  • End-to-end management and reporting of the Agency's Investment Portfolio register, and coordination of daily cashflow and investment placement recommendations with approved financial institutions.
Enough about us, let’s talk about you

We are seeking a finance professional who shares the NDIA's values and purpose and will utilise their skills to enhance the outcomes for NDIA participants.

Applicants must be CA or CPA qualified with substantial post-qualification finance experience including senior finance leadership roles.

A well-rounded knowledge with AASB accounting standards and frameworks and PGPA Act reporting requirements, and highly developed written and verbal communication skills, including the writing of executive briefs and technical accounting position papers will be assumed.

Demonstrated government financial statement preparation and/or audit experience preferably using Commonwealth reporting frameworks. would be an advantage but not essential.

Highly developed stakeholder engagement skills and the ability to partner internal and external stakeholders, including internal and external auditors will be sought.

Strong system skills, preferably but not limited to: SAP, Excel and Financial Statement Reporting Tools would be an advantage.

While this role is ideally performed from Surry Hills -NSW or Richmond- Vic, remote working arrangements may be considered. We intend to fill this role in an ongoing capacity, however non-ongoing roles up to 12 months with the possibility of extension up to 2 years may be offered.

Successful candidates will be required to undergo a pre-employment National Police History check, Worker Screening check and/or Working with Children Check (where required) and provide evidence of Australian Citizenship.
