An exciting opportunity exists for an experienced Manager, Governance and Risk to lead and manage governance and risk management functions across a portfolio of large-scale, complex IM/ICT programs and projects within the Queensland public sector.

This role plays a pivotal part in strengthening program and project governance, risk frameworks, and decision-making structures across enterprise-wide initiatives. Working in a dynamic environment, you will help shape and embed best-practice governance and risk management frameworks that align with Queensland Government legislation, QGEA standards, and departmental policy requirements.

Reporting to the Director, Program Management Office, you will contribute to the successful delivery of major digital transformation programs by providing expert leadership, advice, and continuous improvement in governance and risk maturity.

Key Responsibilities
In this role, you will:

• Lead the design, implementation, and ongoing management of governance and risk management frameworks for complex ICT programs.
• Provide strategic advice on emerging risks, governance practices, and delivery challenges to senior leadership.
• Coordinate and maintain risk registers, documentation, and reporting for program and executive stakeholders.
• Partner with business and project leaders to embed a culture of proactive risk management.
• Oversee the development of governance frameworks, including program and project board structures, terms of reference, and decision-making processes.
• Represent the organisation at program and project board meetings and ensure effective secretariat and governance support.
• Lead initiatives that enhance governance and risk maturity and support continuous improvement across the portfolio.
• Mentor and guide team members, fostering collaboration and professional growth.

About You
You are an experienced governance and risk professional with a strong background in program and project delivery within complex, multi-stakeholder environments. Your expertise in developing and implementing frameworks, policies, and reporting structures enables senior decision-makers to act with confidence.
You bring:

• Extensive experience in program and project risk management within large or complex organisations, ideally within government or health sectors.
• Strong understanding of strategic risk management, governance structures, and assurance processes.
• Proven experience in developing and implementing governance and reporting frameworks.
• Exceptional communication, facilitation, and stakeholder engagement skills, with the ability to influence across all organisational levels.
• Demonstrated ability to lead, mentor, and motivate multidisciplinary teams.
• Strategic thinking, sound judgement, and a commitment to continuous improvement.

Desirable qualifications:

• Relevant tertiary qualifications in business, governance, risk management, or project management.
• Certifications such as P3O®, Management of Portfolios (MoP®), Managing Successful Programmes (MSP®), PRINCE2®, or PRINCE2 Agile®.
