About the Team
The Pipeline and Gas Networks (P&GN) team within the Energy Infrastructure branch of the Department of Climate Change, Energy, the Environment and Water (DCCEEW) is a unique team that is at the forefront of the gas and future fuels space in NSW including providing a significant safety and technical regulation role and key subject matter expertise across multiple gas related programs and policy areas of DCCEEW and ensuring that safety and technical risks are appropriately managed.
The P&GN team has several core primary functions including.
- Safety & Technical Regulation of Gas Networks
- Safety & Technical Regulation of Pipelines
- Administer the licensing function under the Pipelines Act
- Administer the Authority to Survey (ATS) function under the Pipelines Act
- Administer existing Licensed Pipeline Permits
- Administer the Pipeline Search function under the Pipelines Act
The team works directly with energy network operators, Standards Australia, research organisations, Australian Pipelines and Gas Association and other NSW and jurisdictional regulators. Our focus is on influencing energy infrastructure operators to manage their assets in a manner that prioritise public safety and energy security.
About The Role
The P&GN team is currently seeking to appoint a Project Officer Licensing & Compliance to support the administration of pipeline licensing under the Pipelines Act 1967. This role involves managing and contributing to compliance and enforcement activities, while helping deliver complex licensing projects aligned with regulatory objectives.
This role involves delivering a broad range of licensing administration and compliance support services, including assessing applications, preparing reports and briefs, coordinating resources, records management and maintaining project documentation.
The role actively contributes to project planning and delivery by implementing and monitoring project plans, engaging with internal and external stakeholders, and facilitating working groups and consultations. Key responsibilities also include compiling and analysing data to track progress, identify emerging issues, and support informed decision-making through research, trend analysis, and the preparation of project briefs.
About You
We’re looking for a detail-oriented, focused and proactive professional with a solid understanding of licence administration and compliance processes. The ideal candidate will be both confident in applying established policies, procedures, and systems to ensure regulatory requirements are met and support the development of compliance processes and supporting resources to improve regulatory effectiveness.

Key Knowledge and Experience
Demonstrated experience in one or more of the following areas:
- Worked within and familiar with management and compliance systems, and quality and/or regulatory processes.
- Coordinated working groups, committees, project team and stakeholder meetings to facilitate and manage the exchange of information and documentation, and to ensure the effective follow up of agreed actions and deliverables.
- Some exposure or knowledge of the energy industry, although not mandatory, would be highly regarded.
Essential Requirements
- Tertiary qualifications in a relevant discipline or equivalent experience.
