The Opportunity
We are looking for a motivated Contracts and Compliance Officer to join our Corporate Services Team in Kununurra to assist in the Shire’s procurement governance by ensuring effective, risk-managed contract administration and compliance following procurement completion. The role will also act as the central coordination point for post-award contract management, supporting operational staff to deliver contracts compliantly, lawfully, and efficiently, while minimising risk exposure and ensuring value-for-money outcomes. Your responsibilities will include:

  • Contract Handover & Transition Support
    - Lead the end-to-end post-award transition of all Shire contracts (i.e. procurement finalisation, contract award to contract closing, review)
    - Conduct handover briefings with contract managers/officers and provide written summaries and tools (e.g. milestone trackers)
  • Contract & System Administration
    - Manage administrative processes relating to term contracts and pre-qualified supplier panels (i.e. KPI assessments, contract extensions, variations and compliances)
    - Review contract variations for appropriateness and compliance and ensure all contracts are recorded accurately in contract management systems
    - Liaise with relevant stakeholders to support compliance between contract values and payment milestones and retention of documents in accordance with the State Records Act 2000
  • Compliance, Advice & Monitoring
    - Provide expert advice to internal stakeholders on contract obligations, special conditions, variations, probity and legal risks
    - Act as escalation point for contract disputes and variations, guiding resolution or managing formal processes if required
    - Review all purchase order requisitions for compliance and support consistent use of contract templates, procurement records, and approval workflows
  • Governance & Risk Management
    - Maintain central oversight of all active contracts in the Shire's contract register.
    - Monitor expiry dates, performance requirements, and review cycles, and proactively engage with responsible officers and the procurement team for renewal requirements.
    - Identify systemic risks, compliance issues, or control gaps in contract execution and escalate with recommended solutions
  • Reporting & Continuous Improvement
    - Prepare reports on contract status, risk issues, variation trends, and compliance matters as required
    - Contribute to internal training, process improvements, and capacity-building of staff and support the implementation and refinement of the Shire's Contract Management Framework

Relevant qualifications in Business/Law/Procurement/Governance or Contract Management (Cert IV or higher), National Police Clearance (within the last 6 months) and current unrestricted WA Driver’s Licence are essential for this role.

You will also need to have:

  • Experience in contract management, compliance, legal administration, or procurement governance
  • Understanding of contract law, dispute resolution principles, and public sector probity requirements
  • Excellent interpersonal and communication skills, with the ability to influence, explain complex concepts, and advise operational staff
  • Attention to detail and a methodical approach to reviewing documents, records, and systems
  • Experience managing or supporting the administration of purchase orders, contract registers or related systems
  • Ability to manage competing deadlines, act autonomously, and resolve conflict constructively.
