About the role:

This is an exciting opportunity to progress your career and obtain valuable experience working as a Senior Police Lawyer within Victoria Police, Counter Terrorism Legal Unit (CTLU). CTLU is part of the Specialist Legal Branch and operates as a legal practice who specialise in Counter Terrorism (CT) related law and legal policy. CTLU's primary function is to support the Counter Terrorism Command (CTC) to provide an effective response to terrorism incidents through the application of the Terrorism (Community Protection) Act 2003 and other Acts. As a member of our team, you will be instrumental in legally supporting operational police execute their functions in keeping Victorian's safe from terrorist incidents.

No two days are ever the same at the CTLU—by joining our small team (which consists of both sworn and VPS lawyers), you'll be able to hone your skills in a supportive environment in a variety of legal work which will include: the provision of expert legal advice to members of CTC; support and training to CTC in response to counter terrorism operations and in post incident settings; driving legislative reform relating to counter terrorism and related policy implementation; supporting the delivery of services by Victoria for the High-Risk Terrorist Offender Regime under Division 105A of the Commonwealth Criminal Code; as well as other various legal services that fall outside of the Counter Terrorism environment and within the broader legal services department.

As the successful applicant, you will need to demonstrate an ability to:

  • Understand the processes of legislative and policy reform
  • Communicate effectively both verbally and in written form
  • Work autonomously in a professional and mature environment
  • Have a broad and contemporary understanding of the policing environment, and Counter Terrorism Law
  • Promote and work well within in a small team environment
  • Maintain a contemporary understanding and awareness of counter terrorism legal issues and issues that affect Counter Terrorism Command and,
  • Have sound legal research skills.

Your duties will include:

  • Undertaking preparatory and court work associated with the provision and protection of information provided to the Cth by Victoria Police regarding Division 105A Cth Criminal Code applications and proceedings (HRTO),
  • Drafting and provision of legal advice in connection with the Terrorism (Community Protection) Act 2003, Surveillances Devices Act 2014 and the Crimes Act 1958 and other legislation
  • Advising on and driving the development of legislative reform in relation to counter terrorism matters
  • Providing operational legal support and advice to CT investigators and other CT practitioners
  • Delivery of and facilitating training to CT Command members on CT related laws and processes
  • Engaging with internal and external stakeholders at the Commonwealth and state levels
  • Instructing Counsel and occasional appearance work in both Federal and State jurisdictions.

As the successful applicant, you will have:

  • Be admitted to practice as an Australian Lawyer (hold a restricted or unrestricted Practising Certificate)
  • Have the ability to effectively work as part of a small team
  • Hold a Negative Vetting 2 National Security Clearance or undergo and successfully obtain the clearance. To obtain this clearance you must be an Australian Citizen
  • A current and valid Drivers' Licence

Requirements and relevant information:

  • One (1) x full-time, fixed term until 30/06/2027 position available.
  • The salary range for a VPS4 role is $97,955 to $111,142 (covering salary ranges VPSG4). Although it is standard practice for selected candidates to commence at the base of the salary range, genuine consideration will be given to a commencement salary within the available range that is commensurate with the successful candidate's knowledge, skills and experiences. This will be subject to negotiations with the Hiring Manager in the course of the selection process and may include the provision of evidence of a higher income and/or supporting documentation (as required).
  • This position is located at Victoria Police Centre, 311 Spencer Street, Docklands.
  • This position requires shift work as indicated in the Position Description (as attached to the advertisement).
  • The successful applicant will be required to undergo National Security Vetting, achieve and maintain a security classification as determined by the Department Head. To achieve this, applicants must be an Australian Citizen.
  • The successful applicant will be required to undergo pre-employment checks which may include fingerprint checks and misconduct screening.
  • As a member of the Legal Services Department you will be located, on selection, at a specific office within a Division for a particular advertised opportunity. However, given occasional legal service demand issues you may be required at times to undertake varied work within the Department. This supports the Departments commitment to a flexible and deployable legal workforce and professional development opportunities in a range of legal domains.
