About the Role:
We are seeking a dynamic and experienced Executive Out-of-Home Care (OOHC) Manager to lead the development, management, and continuous improvement of our OOHC operations. This critical leadership role is responsible for delivering high-quality, culturally safe services that meet the needs of Aboriginal children and young people in care, while ensuring compliance with relevant legislation and maintaining our accreditation with the Office of the Children’s Guardian.

Key Responsibilities:

Provide high-level strategic and operational leadership to all areas of OOHC service delivery.

Ensure the OOHC program meets and exceeds professional standards and prioritises the safety, welfare, and cultural needs of children and young people.

Maintain full compliance with NSW child protection legislation and all associated regulations.

Lead, mentor, and develop a high-performing OOHC team to uphold service excellence.

Contribute to the strategic direction of the organisation, aligning operational goals with Ngunya Jarjum’s long-term vision.

Selection Criteria:

To be successful in this role, you will need to demonstrate:

Identifies as Aboriginal and/or Torres Strait Islander and has strong community knowledge.

Relevant tertiary qualifications in social work, community services, management, or a related field.

Proven executive leadership experience in the community services or child protection sector, preferably with a focus on OOHC or similar programs.

Strong understanding of, and commitment to, Aboriginal culture and the principles of self-determination, with the ability to lead services in a culturally safe and inclusive way.

Comprehensive knowledge of NSW child protection legislation, including but not limited to the Children’s Guardian Act 2019, Children and Young Persons (Care and Protection) Act 1998, and associated regulations.

Demonstrated experience in managing compliance with accreditation standards and maintaining regulatory oversight.

Capacity to contribute to and implement strategic and business plans that align with organisational priorities.

Experience managing funding agreements and ensuring accountability for contractual outcomes.

Proven ability to lead, mentor, and develop staff at a senior level, promoting a culture of continuous improvement and professional growth.

Excellent interpersonal, negotiation, and communication skills, with the ability to represent the organisation to key stakeholders.

Ability to participate in on-call duties.

High Level of computer literacy; high working knowledge of Microsoft Office 365 applications.

NSW open driver’s licence

Award is the Social, Community, Home Care and Disability Services Industry Award 2010

Salary range classification - Social and Community Services Employee Level 8 – pay point 1 to 3, Annual salary $124,823.68. Plus, superannuation at 11.5 % of ordinary time earnings (OTE).

Not-for-profit Salary packaging available.

You will be required to undertake On-Call duties for a one-week period on a rotating roster.

There will also be the requirement to undertake other out-of-hours work on weekdays and/or weekends to meet children and young people's needs.
