About the Opportunity
The Elver Program is a joint collaboration between SWSLHD and the Department of Communities and Justice and is an innovative dynamic specialist mental health service for children and young people living in Out of Home Care across NSW. The service is based in the DCJ ISS office at Parramatta.

The Elver Program provides targeted interventions and contributes to capacity building in care systems for children with complex needs in kinship, foster and residential care settings. Children and young people serviced by Elver live with the adverse affects of trauma and abuse, including disrupted attachment, increased rates of mental illness and disability impacting their development.

We are looking for a passionate clinician to join our dynamic team. The successful applicant will have a high level of clinical expertise in their discipline and demonstrate leadership experience. The role is an opportunity to work collaboratively in the complex service system surrounding children and young people in OOHC so requires a high level of interpersonal and negotiation skill and a wide knowledge of resources. The position holder will be a person passionate about participating in and influencing the lives of some of the most complex and vulnerable children in OOHC by providing and overseeing multidisciplinary care and advocacy and by positive contribution and support to the service system.

The position holder will be responsible for human resource functions for the team including rostering and in partnership with Manager Client Service oversee work allocation, oversee staff needs and quality assurance and participate in operational and clinical meetings. It is a unique opportunity to support a team that is positioned uniquely in Mental Health and OOHC service provision in NSW.

There are opportunities within the program for professional learning and development, with clinical supervision supported and offered to clinicians in the program. As a statewide program, some statewide travel will be required.

What You'll be Doing
The Elver Program is an innovative Tier 4 multi-disciplinary specialist trauma treatment program funded by the Department of Communities and Justice (DCJ) and delivered in partnership with South West Sydney Local Health District (SWSLHD). The program is state-wide, based in Parramatta as part of DCJ state-wide services Intensive Support Services (ISS). The programs focus is to assist children and young people in OOHC with complex histories of trauma and attachment disruption through provision of trauma informed mental health assessment and treatment. The Senior Clinician for the Elver program recruited by the SWSLHD will be seconded to DCJ for the purpose of leading and using their extensive knowledge and experience to guide the clinical activities of the team. This position will ensure Culturally safe, client centred, age and gender appropriate care to maximise the health outcomes for the community of children and young people in Out of Home Care (OOHC) referred to the Elver Program across NSW.

They work closely with inpatient services, GPs, and other community organisations to provide holistic care.

  1. Relevant qualification/registration in one of the disciplines outlined in the position description.
  2. Demonstrated ability to lead and manage the day to day operations and clinical activity of a specialist multidisciplinary service through advanced clinical knowledge, critical thinking, open and inclusive communication in regards to clinical presentations and activity, including partnering and or collaboration with key stakeholders and other service providers from across NSW for shared and or stepped care.
  3. Demonstrated extensive and advanced clinical experience in providing specialist mental health treatment, therapy to children, adolescents and their families with complex needs including significant behavioural, emotional, mental health, psychosocial distress and trauma related to negligence and other forms of abuse and complex and expansive clinical consultancy to multiple services groups (Health, DCJ, Education, Non government organisations.
  4. Demonstrated advanced ability to communicate professionally, verbally and in writing with various stakeholders from consumers, direct reports, outside agencies and services, Health or DCJ executives to facilitate integrated service delivery across NSW, to establish and sustain collaborative therapeutic network of supportive relationships for OOHC children, adolescents and their families/Carers to enable delivery of specialist MH interventions and networking with professional colleagues with all relevant key stakeholders locally and across the State to ensure a ‘wrap around’ of services for children and young people in the Elver program and or in the development of innovation in clinical practice and service delivery for OOHC children and young people.
  5. Demonstrated commitment to your own and the teams professional development, either by providing consultation, supervision, training and education to professional colleagues and peers in particular working clinically with children and adolescents in MH or participation in relevant training and education.
  6. Lead the preparation, implementation, reviews, audits and evaluation of the clinical practice, service delivery and annual business planning. Business planning includes quality improvement activities, service development initiatives, risk management, work health and safety plans and procedures.
  7. Demonstrated ability to work with culturally & linguistically diverse and/or Aboriginal & Torres Strait Island heritage individuals, families or carers safely and respectfully.
  8. Applicants must possess an Australian C-Class driver's license (including P1 or P2). Those who hold a C class license (P1 or P2 included) from a state other than NSW must obtain a NSW C class (P1 or P2 included) license within three months of appointment. Learner's licenses are not permitted.
